Services Required for the CAES Zuidwending Project

strategic engineering services

The project is seeking expressions of interest (EOIs) from suitably qualified local consultant companies to conduct strategic engineering services. Expressions of interest must clearly describe how the applicant company's expertise meets the following requirements:

  • Detailed knowledge of Netherlands energy and EPC landscape relevant to the project.
  • Track record in successful engineering support of large-scale energy projects and energy storage projects using underground geological resources.
  • Are flexible across multiple engineering disciplines e.g. engineering, permitting, project management, interaction with local parties etc.
  • Capability to support quality assurance during design, planning and component procurement.

Storage Cavern FEED Phase 1

Corre Energy Storage BV invites suitably qualified entities to provide an expression of interest to provide services relating to the initial phase of Front-End Engineering Design (FEED) of wells and storage caverns in for CAES Zuidwending.

Storage Cavern FEED Phase 1 will entail a review of existing geological and salt mining data, and data relating to the envisaged construction and operation of the project, to provide outputs that will inform commercial and engineering decisions for subsequent phases of the project design.

Applicants must be prepared to commence the work in April 2020. Applicants should include with their expression of interest information on their experience relating to engineering design of caverns in salt deposits for energy storage, and if possible, for compressed air energy storage. Knowledge and experience of energy storage caverns in the specific geological conditions at Zuidwending is preferable.

COMMUNICATIONS AND STAKEHOLDER ENGAGEMENT

The project is seeking expressions of interest (EOIs) from suitably qualified consultant companies to conduct all communications and stakeholder management processes. Expressions of interest must clearly describe how the applicant company's expertise meets the following requirements:

  • Detailed understanding of the Netherlands audience across a variety of levels including national, regional & local governments, business, public and the press.
  • Track record in successful communications of large-scale energy/energy storage projects or in projects using underground geological resources.
  • Capability to appropriately utilise a wide range of communication mechanisms to engage the audience.
  • Capability to pick up on the impact of communication barriers and adapt the message to accommodate changes if required.

Front-End Engineering Design

Corre Energy Storage BV is inviting parties with the required capabilities to provide expressions of interest for the provision of engineering services to carry out a Front-End Engineering Design (FEED) for Project CAES Zuidwending.

The objective of the FEED is to ensure all design elements of the project are addressed and represented in a full system design. The FEED will develop and provide the high-level design for the overall plant including the construction details, plant configuration, interface with external utilities and services, and provide detail for required materials and components selection, according to current regulatory design rules and laws. The FEED report will also set out the necessary high-level project design, execution and operational parameters that will be evaluated and studied during the permitting application and environmental impact assessment.

The FEED will aim to ensure a design that is appropriate for the specific location, taking into account local conditions such as current land use, amenities and environment.  The Project will be designed with the capability of utilising hydrogen in the generation phase. However, on site hydrogen production will not be considered for the purpose of the FEED.

Expressions of Interest should include a description of the respondent’s experience and capability, specifically:

  • Experience in delivering large scale thermal power generation projects
  • Experience in providing Operation and Maintenance for large scale thermal power generation projects
  • A detailed knowledge of design and performance characteristics of CAES technical plant and balance of plant
  • Competence in ATEX design management
  • Direct experience of design and construction of large scale geological-based CAES is preferable.

Corre Energy Storage BV will issue an Invitation to Tender for the FEED to selected respondents to this Request for Expressions of Interest.

Legal Firms

The project is seeking expressions of interest (EOIs) from suitably qualified legal firms to advise on agreements and other responsibilities/liabilities that the company (Corre Energy Storage BV) will be taking on in the course of its business to develop a CAES plant at Zuidwending. Expressions of interest must clearly describe how the applicant firm’s expertise meets the following requirements:

  • Detailed knowledge of Netherlands legislation relevant to the project.
  • Track record in successful advising on large-scale energy projects and energy storage projects using underground geological resources.
  • Capability to liaise between multiple stakeholders on a complex project.
  • Capability to advise on large externally funded energy infrastructure projects.

Environmental and Permitting Services

The project is seeking expressions of interest (EOIs) from suitably qualified consultant companies to conduct all permitting required for the project. Expressions of interest must clearly describe how the applicant company's expertise meets the following requirements:

  • Detailed knowledge of Netherlands permitting legislation relevant to the project.
  • Track record in successful permitting of large-scale energy projects and energy storage projects using underground geological resources.
  • Capability to conduct environmental studies and manage interaction with engineering design for efficient compilation of comprehensive EIA (MER) for the project.
  • Capability to engage with all stakeholders and address issues raised in the permitting process.
